[osmt] first public release of LOGON tree

hei!

we are finally ready to release the open-source parts of LOGON results
to the general public.  as we continue to work on MT jointly, i expect
to regularly provide snapshots of the LOGON tree, ideally with all the
components and language pairs tested and functional to some degree.

to get an idea of what i foresee for the first release, try

  svn checkout http://svn.emmtee.net/tags/topp logon

i still need to update the on-line documentation, but the following is
mostly correct, starting from step (2) obviously:

currently, the LOGON tree includes the following language pairs:

  - Norwegian--English sans the XLE: to actually run this pair, users
    still need to provide their own `libxlecore.so'.  i also plan to
    provide a `fake' analysis component, retrieving canned results as
    a fall-back.

  - Japanese--English: basic functionality and some coverage, at least
    on the MRS test suite; i tried:

      ./batch --binary --jaen mrs

  - German--English: basic functionality and some coverage, at least
    on the MRS test suite; i tried:

      ./batch --binary --deen mrs

  - the UW massively multilingual MT setup, providing ten times ten
    languages, albeit each with very limited coverage; for example:

       ./batch --binary --from isl --to fin \
         --ascii ./uw/mmt/test_sentences/isl2fin.txt

    see `uw/mmt/README' for more details.

furthermore, the LOGON tree includes pre-compiled versions of several
related tools, e.g. PET, UTool, ChaSen, FreeLing, TADM, et al.  these
are all open-source and in use within LOGON in one way or another.

the tree also includes all the LOGON corpora, English treebanks, and
batch processing results for various integrations.  i am still hoping
to obtain the human evaluation results and also put them in, so as to
make as much as possible of LOGON research reproducible by others.

obviously, i need to polish the on-line documentation a little more.
but at this point i would like to ask everyone who has contributed to
the LOGON CVS repository in the past to make sure you are comfortable
with what is included in this public snapshot.  note that, instead of
checking out a complete copy, SVN allows browsing a repository:
